Current: All Gathering (Food, Wood, Stone, Iron) to level 5

Next: Alliance Regimentation III to level 5

After: Cultivation Drive (so we can expand to fertile land)

Long-term: Battle tech as it appears appropriate (also recommended by Leomistic)

Alternative Options: Rally Expansion III is pretty useful (Lion, All Out)
